Background

GBMC HealthCare is a private, not-for-profit corporation that operates Greater Baltimore Medical Center (GBMC), a hospital located in the Baltimore suburb of Towson, Maryland. After receiving substantial funding, GBMC was able to embark on two significant facility projects referred to as “The Promise Project.” The project included a new three-story addition to the existing GBMC hospital and new cancer center.

Challenge

GBMC needed a program manager to provide project management services during the pre-design, construction, and post-construction/owner occupancy phases of both projects simultaneously.

Solution

After a competitive RFP process, GBMC selected Hammes in 2019 as its program manager for the hospital addition. GBMC stated that Hammes stood out for our local regulatory knowledge and experience on similar projects. When a generous donation from Sandra and Malcolm Berman made the new cancer center a reality, Hammes was also engaged to manage the cancer center simultaneously.

Hammes facilitated the Certificate of Need (CON) process with the State of Maryland and developed the budget for the entire program. Hammes also facilitated the procurement of the
architectural and construction management teams (and related consultants) and oversaw the design process.

The Hammes team also facilitated planning, transitioning, logistics, and installation to ensure a seamless activation of the new hospital. Our team’s extensive clinical background offered GBMC ‘insider knowledge’ regarding the function and flow of a medical facility with the latest equipment requirements. The Hammes team developed a synchronized relocation plan and schedule for pre-move, move, and post-move activities.

The 117,000-SF hospital addition, formally called the GBMC Louis and Phyllis Friedman Building, opened to patients in November 2023. It includes a new main entry, three-story atrium,
retail pharmacy, café, wellness and conference center, and two acute care, medical/telemetry units with a total of 60 new patient rooms.

Construction of the new 70,000-SF Sandra R. Berman Pavilion cancer center was completed in late 2024 and opened in phases to allow for the seamless relocation of staff and services.
